Your Agent Has 47 Tools — Now What?

Your agent has access to 47 tools. It just picked the wrong one. Again.
I watched this happen last month: an agent that was supposed to send an email decided to post to Slack instead. Then it tried to search the calendar for something that should have gone to the CRM. Three tool calls. Zero useful results.
The frustrating part? This agent worked great when it had 5 tools. So I did what most developers do — I kept adding more. Search, email, calendar, CRM, Slack, databases, file systems, APIs...
And somewhere around tool #25, everything broke.
If this sounds familiar, I have good news: this isn't a prompting problem. It's an architecture problem. And it's fixable.
Why More Tools = Worse Decisions
When you list all tools in the system prompt, you're asking the LLM to hold 30+ tool schemas in working memory, parse the user's request, match it to the right tool, and ignore all the other tools that almost fit.
That's a lot of cognitive load — even for a frontier model.
And it compounds fast. When agents start delegating to other agents, retrying failed steps, or dynamically choosing which tools to call, the orchestration complexity grows almost exponentially. Teams consistently find that the coordination overhead between tools becomes the bottleneck, not the individual model calls.
Here's a stat that surprised me: in production benchmarks, different agent architectures showed 8-9x differences in token efficiency — not because of the model, but because of how they managed tool orchestration.
Tool architecture matters more than most people realize.
Three Patterns That Actually Work
After debugging this across multiple projects, I've found three patterns that consistently reduce tool selection errors.
Pattern 1: Semantic Tool Indexing
The idea is simple: don't put all tools in the prompt. Retrieve the right ones dynamically.
Here's how it works. Store each tool with an embedding of its name, description, and example use cases. When a user request comes in, embed the request and run a vector similarity search against your tool library. Pull the top 3-5 most relevant tools. Only those go into the agent's context.
The flow looks like this:
user request → embed → vector search tools → top 5 → agent contextYour agent now sees 5 focused tools instead of 47 confusing ones. One team I worked with reported a 60% reduction in tool selection errors after implementing this pattern.
Pattern 2: Tool Routing Layer
This one adds a lightweight "router" before your main agent that narrows down tool categories.
First, group your tools by domain: communication (email, Slack, SMS), data (CRM, database, spreadsheets), external (search, APIs). Then use a small, fast classifier to look at the incoming request and pick the relevant domain. Only tools from that domain get passed to the main agent.
Example in action:
User says: "Find John's email and send him the report"
Router classifies: → Communication domain
Agent sees:
email_send,email_search,slack_sendAgent does not see:
database_query,file_upload,calendar_create
You're doing cheap, fast filtering before expensive LLM reasoning. The main agent works with a clean shortlist, not an overwhelming menu.
Pattern 3: Performance-Based Tool Gating
Not all tools should be equally available. Some work reliably. Some fail half the time. Your agent should know the difference.
Track three metrics for each tool:
Success rate — did the tool call actually work?
Relevance score — was this the right tool for this type of request?
Latency — how long does it take? (some tools are slow, and the agent should factor this in)
Then filter. Only surface tools with success rates above 80%. Weight tools that historically perform well for similar request types. Your agent learns which tools actually work, not just which tools exist.
The Mental Model Shift
Here's the reframe that made everything click for me:
Stop thinking of tools as a flat list. Start thinking of them as a searchable library.
A human expert doesn't memorize every tool available. They know how to find the right tool when they need it. Your agent should work the same way:
Awareness — knows tools exist in categories
Retrieval — can search for the right one
Selection — picks from a shortlist, not an encyclopedia
This is the difference between "tool access" and "tool intelligence."
Start Here
Before you implement anything, run this quick diagnostic:
Count your tools. How many does your agent have access to right now?
Check your logs. How often is it picking the wrong tool? (Be honest.)
Group by domain. Can you cluster your tools into 3-5 natural categories?
If you have 10+ tools and you're seeing wrong-tool errors, you need architecture work — not better prompts.
The simplest first step: group your tools by domain and add a routing layer. It's about 2 hours of work and will immediately reduce confusion.
The Bottom Line
More tools ≠ smarter agent.
Better tool architecture = smarter agent.
Your agent doesn't need access to everything at once. It needs the right tools surfaced at the right time. Build for retrieval, not memorization.
